Washington State is home to the newest Philippine consulate in the country: the Consulate General in Seattle, which reopened after years in which the Pacific Northwest had no consulate of its own and reported to San Francisco instead.

Before you plan the journey
Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Washington come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.
