Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Tennessee come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.
Nashville to Washington is around nine hours by road; Memphis further still. Atlanta, with its honorary consulate and regular outreach missions, is considerably closer for much of the state.
