There is no road to the consulate from Saipan, Tinian. The journey is a flight, which is worth weighing against what the trip is actually for, several of the most searched Philippine procedures need no consular visit at all.

Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in the Northern Mariana Islands come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.
Filipinos make up a large share of the population of the Commonwealth, and Guam is under an hour away by air, which makes this one of the few honorary consulates whose supervising consulate is genuinely close.
