Philippine Consulate in Louisiana
Louisiana is covered by the Philippine Consulate General in Houston and has a Philippine honorary consulate in Metairie, just outside New Orleans. The Filipino presence in southern Louisiana is one of the oldest in the country, going back to the Manila Village settlements in Barataria Bay in the nineteenth century.

Before you plan the journey
Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Louisiana come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
Everything else, though, is worth the journey precisely because it cannot be done any other way, passport biometrics, the oath, and a signature on a special power of attorney witnessed in person.
A correction worth making: several official Philippine pages still list Louisiana under Chicago. Under the current jurisdiction map published by the Embassy in Washington it is Houston, and Houston's own site confirms that it supervises the honorary consul in New Orleans.
