What you do not need a consulate for

A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Delaware come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.

The procedures that genuinely need you at a window are the ones where a consular officer has to watch you do something: give fingerprints for a passport, swear the oath of allegiance, or sign a power of attorney.

Wilmington to New York is under two hours by rail. It is worth knowing that the border of this jurisdiction runs right past Washington: Maryland, just across the line, belongs to the Embassy instead.
